Kevin Keen

Master Tactical Patrol Officer

Kevin has over 20 years of law enforcement experience in Central Illinois. Kevin served as a K9 officer for more than 13 years. Kevin is currently a member of the Central Illinois Emergency Response Team (CIERT) and is assigned to the entry team as a ballistic shield operator. Kevin is also a member of the ILEAS Region 6/7 WMD Special Response Team.

In addition to earning his Master Tactical Patrol Officer certification from the ITOA, Kevin is a pistol and rifle instructor, Red Dot Optic instructor, ballistic shield instructor, active threat/rapid deployment instructor, rescue task force instructor, high risk patrol operations instructor, and an immediate trauma care instructor.

Kevin enjoys teaching in-house training at his department as well as teaching at the MTU 7 in Peoria, IL. Kevin stresses teaching the “why” to his students and is a firm believer that “one does not rise to the occasion, but falls to the level of their training”.

Kyle Veech

Illinois Active Threat Master Instructor

Kyle has over 15 years in law enforcement all in Central Illinois and is currently employed as a patrol Deputy at the Tazewell County Sheriffs Office. Early in Kyle’s career he served as a K9 officer for 5 years. Kyle serves as a member of the Central Illinois Emergency Response Team (CIERT) and he is also a member of the ILEAS Region 6/7 WMD Special Response Team. He is assigned as a sniper on both teams.

Kyle completed the Illinois Active Threat Master Instructor program with ITOA and has since been instructing Solo Response, Rapid Deployment, High Risk Patrol Operations, Rescue Taskforce, and MACTAC from the ITOA catalog. He also is an ILETSB certified instructor and teaches through MTU 7 the following courses, 40 hour firearms, Pistol Instructor, Patrol Rifle, Patrol Rifle Instructor, Pistol Red Dot, and Felony Traffic Stops.

Kyle also enjoys teaching in house training at the TCSO. Kyle strives to provide his students the reason behind the training to help them better understand the why. Kyle states “We cant eliminate risk but we can learn to minimize it”.

Jon Quast

Illinois Active Threat Master Instructor

Jon retired as a Lieutenant after 27 years of service within a sheriff's office in Central Illinois. Among the duties held within that service were Field Training Officer, Central Illinois Emergency Response Team (CIERT) member, Investigations, Federal Task Force Officer (USSS), PTI Master Firearms/Rifle Instructor, and ITOA Master Active Threat Instructor.

Jon served within the Illinois State School Safety Working Group to improve resiliency for Illinois K-12 schools in regard to school safety and active assailant preparedness. He continues to assist in writing and teaching School Site Safety Assessment curriculum with the Illinois School and Campus Safety Program.

Jon has been a member of the Mobile Training Unit (MTU) 7 cadre since 2015 teaching pistol and rifle classes, as well as Active threat/Rapid Deployment and Rescue Task Force classes.

Presently, Jon works as an Emergency Manager for a Central Illinois healthcare facility.
